There is hereby incorporated by reference for the purpose of establishing employee personnel rules and regulations the document entitled “Uniform Personnel Rules and Regulations for the City of Kiowa.” No fewer than three copies of said document shall be marked or stamped “Official Copy as adopted by the Code of the City of Kiowa” and to which there shall be attached a copy of this section. Said official copies shall be filed with the city clerk and shall be open to inspection and available to the public at all reasonable hours. All departments of the city shall be supplied with copies of such rules and regulations as may be deemed necessary.

The city extends the benefits of Title II of the Federal Social Security Act, in conformity with the applicable provisions, to all city employees.

The mayor and city clerk are hereby authorized and directed to prepare, execute and attest the plan, with the consent of the council. The officers and employees of the city shall comply with and perform all the requirements of the plan.

The city does hereby establish an employee benefits contribution fund for the purpose of paying the city’s share of employee benefits prescribed by section 1-505 of this article.

The city’s share of the cost of employee benefits authorized for payment from the fund created by section 1-504 of this article shall include the following:

(a)   Social Security;

(b)   Kansas Public Employee’s Retirement System;

(c)   Workmen’s Compensation Benefits;

(d)   Employment Security, Unemployment Compensation Benefits.
