CHAPTER XIV. TRAFFICCHAPTER XIV. TRAFFIC\ARTICLE 2. LOCAL TRAFFIC REGULATIONS

(a)   It shall be unlawful for any person to park, or cause to have parked, upon any street in the city, a motor vehicle that has an axle weight in excess of 10,000 pounds, or that would damage, impair, destroy, mar or cause injury to the surface or the sub-surface of any street.

(b)   Subsection (a) shall not apply to vehicles while actively engaged in loading or unloading at a residence or at a commercial business establishment. This section shall not apply to emergency vehicles or other utility vehicles utilized for the purpose of maintaining public utilities.

(a)   No railroad personnel or equipment including trains shall cause the blocking of any roadway within the city for a consecutive period in excess of 15 minutes.

(b)   Any railroad violating the terms of this section shall be mailed a citation by certified mail, return receipt requested, directed to any local or regional office of the railroad.

(c)   Upon conviction for a violation of this section, a fine shall be imposed not in excess of $250 nor less than $10.

(a)   It shall be unlawful for the driver of any vehicle to use or operate or cause to be used or operated within the City of Kiowa, Kansas any mechanical exhaust device designed to aid the breaking or deceleration of any vehicle which results in the excessive, loud, unusual or explosive noise from such vehicle, or otherwise known as Jake-braking.

(b)   Any person convicted of a violation of this section shall be punished for a first conviction thereof by a fine of not more than One Hundred Dollars ($100.00). For a second such conviction within one (1) year such person shall be punished by a fine of not more than Two Hundred Dollars ($200.00). Upon the third and subsequent conviction within one (1) year such person shall be punished by a fine of not more than Five Hundred dollars ($500.00).

(a)   It shall be unlawful for the driver of any vehicle to cross the center line of the street and to angle park on the opposite side of the street along Main Street between 7th Street and 4th Street, commonly referred to as State Highway K-2.

(b)   It shall be unlawful for the driver of any vehicle to back from an angle parking space in such a fashion as to proceed forward on the opposite side of the street from such angle parking.
